Where special urgency cover is granted for a certain step in proceedings, such as conduct of a preliminary hearing on a specific date, any reasonable travel costs associated with attending court to carry out those steps will be included in that grant.

Obtaining an Opinion from counsel is not a step in court proceedings. If you consider this is appropriate, you need to submit an associated sanction application once special urgency cover has been granted or ask for an increase in advice and assistance for this if your client is eligible.
