Planning and co-ordination


We are working with the Scottish Government and others to improve the planning, co-ordination and delivery of publicly funded information, advice and representation services for civil problems and disputes.


This work aims to help people to resolve their problems earlier, with the right advice at the right time, outwith the formal court and tribunal structures where possible, but with effective access to representation where that is needed.

As a first step towards this goal, the Landscape Review of Publicly Funded Legal Assistance aims to help funders and planners of advice and representation services to better understand the complex planning and funding environment, recommending further work to improve how the current arrangements operate.

This need for improvement has already been recognised in the field of money advice and we have been working closely with colleagues in the Improvement Service to identify common themes.

The Improvement Service, Scottish Government and SLAB have developed a set of principles for funders of advice services, getting feedback from funders through consultations held in 2014. The funders framework was launched in early 2015, at an event that set the agenda for collaborative improvement work in the area of advice. The report of the day sets out the work we plan collectively to take forward in the next 18 months.

Sharing information about the provision of publicly funded legal assistance is also part of this project. We have used SLAB’s data on applications for civil legal aid and grants of civil advice and assistance, including assistance by way of representation (ABWOR), to develop our understanding of how solicitors provide civil legal assistance and to identify areas that may pose access to justice concerns.
